Following the announcement of its main competitor, FedEx, UPS announces that it will also be increasing its rates by 6.9%. The UPS rate increase will go into effect on December 27, 2022, one week earlier than its counterpart. This is their largest general rate increase (GRI) in history, following a 5.9% increase last year, and an annual 4.9% increase prior to that.
These increases come with an asterisk at the bottom stating "The impact of these changes on your shipping costs will vary according to your shipping characteristics and the terms of your UPS agreement." This likely means that you will have an increase higher than 6.9%, mostly due to surcharges.

As shown above, the most common surcharges will increase more than the 6.9% GRI. With surcharges making up for 20-40% of a parcel shipper's annual spend, these increases could be detrimental without a deep understanding of the impact.

Effective December 27, 2022
The UPS 2023 general rate increase takes effect on December 27, 2022, one week before the comparable FedEx rate increase. This effective date applies to all package rate categories listed in the 2023 rate schedule.
Several surcharges increased beyond the 6.9% general rate increase, with Additional Handling rising 14.6-17.5% and Large Package Surcharges rising 17.9-22.7% depending on zone. Surcharges represent 20-40% of a parcel shipper's annual spend, making these outsized increases a material factor in total cost impact.
Zones 6-8 will see the largest rate increases under the 2023 GRI, while Zones 2-4 will see below-6.9% increases, likely to remain competitive with regional carriers. Shippers using 3-Day Select service will not face the same extreme zone-based increases as other service types.
Starting in 2023, UPS officially renamed Peak Surcharges to Demand Surcharges, signaling that these fees are no longer temporary and are now built into annual pricing. Shippers who previously treated peak surcharges as seasonal costs need to factor them into baseline shipping budgets going forward.
The UPS Ground minimum charge increased from $9.36 to $10.10 per package, a 7.9% increase that exceeds the overall 6.9% GRI. Next Day Air minimum charges rose 8.5%, from $34.50 to $37.44 per package.
